Your stepper should not be unstable when seated or when the machine is in use. Your stepper is equipped with rear leveling caps that can be adjusted should the stepper sit unevenly on the floor. Should your stepper need to be leveled, turn the leveling caps until the stepper sits evenly on the floor.
